Hertz is cycles per second. So a 2.2 gigahertz CPU is 2.2 gigacycles per second. Somewhere along the line, Conférence générale des poids et mesures decided to use "hertz" instead of "cycles per second", and by the 1970s that was the common term. You can think of it as why we use the term "horse power" today instead of Watt for vehicle power, only the term "hertz" actually indicates a standard unit.
