Try making some friends from Japan in a Yahoo Chat room. There is a Japan topical room.

Good luck.

Try: http://www.japan-zone.com/

I've met friends off off there when I was living in Japan. You can specify if you're looking for someone to chat about Japanese culture, do a language exchange, or even dating. Not just Japanese people but people from around the world interested in culture.

You create a profile with your interests, language, etc and go from there. Everyone is really friendly from people I have met/talked to.

Good question. I would suggest asking the Yahoo staff under the yahoo section of answers.

To get a friend from Yahoo Japan you should have a Japanese friend to help you read what is written in there. Better ask Yahoo people they could help you.

Try http://www.polyglot-learn-language.com/
I read Japanese but I know people who found Japanese penpals in English from this website.

If you can't read Japanese then what's the point behind you going to Yahoo!Japan? I would feel offended if someone, who doesn't speak my native language, randomly starts babbling me in their native language (poorly, at that, might I add) because they magically expect me to just conform to help them have a "friend from [my] country".

http://www.sharedtalk.com/
This is probably the most useful (easiest) site to meet Japanese speakers
