dont drive on your winter tires in the summer. winter tires use a softer rubber, and it will wear out faster if you drive it on the hot pavement in summer.
if you want good winter tires, spend a little extra and have them mounted on some cheap steel rims from wal mart. then you put them on yourself when the snow comes, and take them off again when the snow is gone.
another thing you can do is if it's front wheel drive, i buy two new winter tires every other year, and change the ones in the front so i have better traction in front.

Winter tires simply have a different type of tread pattern than summer tires. You may use any type you want there is no law against using winter tires in summer, as long as they are not studded.
Have you considered buying an ALL SEASON tire instead? If you are buying winter tires because you need tires and can't afford 4 winter and 4 summer ones. you could also put 2 winter tires on and 2 summer tires on. make sure the winter tires are on the front if your car is front wheel drive and on the rear if your car is rear wheel drive.
Using winter tires year round won't make much difference but remember that traction depends on how much of the tire is in contact with the road, the deeper treads on snow tires may affect this in summer. There are also M&S tires available (mud & snow) no matter what type you choose there are all price ranges available.

First off, the legality varies state by state.
Studded tires are almost always illegal but then again I don't know for sure.
But using a winter tire in the summer will just cost you more in driving costs. More traction is not always a good thing but it definaltely costs more in gas and engine wear.
Get a good dirt/rough road tire from Goodyear/dunlop and you will have all the control that your tires will be providing.. the rest is up to you and your car

To M.Morris ~ if anyone asks you what language you speak, you say English. Note, English not American. I can;t believe you spell tyres as tires, that is so not cool. You call the bonnet a hood and the boot a trunk. Where did you guys go wrong. lol Anyway, as to the question, we so rarely get really bad weather in the UK it is not worth keeping a set of winter tyres. In Sweden almost all motorists have 2 sets and they drive in winter conditions that would see the UK at a 100% standstill. The weather men say we may be in for decades of ultra cold winters the like of which has not been seen in living memory here. if they are right maybe a few years from now we will all have a set of winter tyres in the Garage.

the tire compound in a winter tire is much more softer then a summer or all season tire. the compound is softer to give you better traction. in turn with a softer compound tire they will wear down much quicker than a all season tire

as long as they aren't studded tires they should be fine but why not just get all weather tires instead of winter tires usually cheaper
