Mass is a measurement of the amount of matter (in whatever you're talking about). We measure mass in pounds or kilograms. It's handy to think of mass as the same as weight (although for scientists they're different - weight exists only in a gravitational field, but mass is independent of gravity). So we can come up with an easy answer to your question if we change it to "What's the difference between low weight and high weight?"
You might think "small things have low weight and big things have high weight." Often that's true, but you also have to consider the density of the objects. A one-pound rock is small, but has the same mass as one pound of feathers - which would be bigger.
I assume that when you ask "what takes place" you're really asking why some things have high or low mass. At the atomic level, there are two reasons: the number of atoms in the object, and the atomic weight of those atoms. If you are comparing two bars of iron, the one with more atoms will have more mass. But if you're comparing a bar of iron with a bar of lead, and they have the same number of atoms, the lead will be more massive because its atoms have a higher atomic weight.
