I think some take 90, but am unsure as to why they vary depending on statute.

The new rules have to be printed up and distributed, and those enforcing the rules have to be briefed on the rules and how they are to be enforced.

Federal laws rarely include in their text all the micro-rules necessary for actual enforcement. Those details usually must be crafted by the federal agencies assigned to implement and enforce those laws.

In creating the laws, Congress usually consults with the federal agencies (i.e., implementers-to-be) about how complex an undertaking a given law would be & assigns an amount of time for implementation appropriate to the task.

Because they have to be ratified by the President and enacted.
