better hit up a dollar store then...or a fast food gift card? hell i'd only give to those i really liked so the gift would be better.

That's a tough one. Do you know anything much about them?
Try department stores for gift ideas, I had that problem and found some chocolate items for £5 each which went over well.
My roommate used to buy people CDs - she didn't know their tastes but would go for soundtracks from films they'd seen and enjoyed.
Music stores around now tend to have good deals - 4 for $20. I guess you could do worse. Or - I think this is kind of a waste, but you could give them each a Christmas card and include a lottery ticket, & write "Wishing you lots of luck in 2007".

Buy some cheap christmas cups from wal-mart or the dollar tree. Buy a bag or two of christmas candy and fill the cups with candy.
Some stores sell mini-stockinga that usually come 8 in a package and with a glitter pen to personalize it. Make a stocking and fill it with cheap goodies.
OR
Buy some plain ornaments and personalize them. Add the person's name, the year, a christmas tree, whatever.

wow thats a tough one but i agree with the person that said they would only give to the people you really like that way the peoples gifts would be better but i also agree if you cant do that to go to the dollar store get them little gifts good luck and remember its the thought that counts

Go to the dollar tree. 1 idea I did for my daughter is to buy a large coffee mug and a box of hot chocolate, put the packages in the mug. Wrapping paper and a ribbon, your in there.
