The BBB doesn't really have any kind of regulatory authority and, since their member business pay a fee to be listed with the BBB, they have some serious conflicts of interest.

You can complain about the BBB to your state attorney general, but, since the BBB admittedly does nothing besides forward complaints, the AG might not be able to do much about them. You could also complain to the FTC, but, again, since the BBB doesn't really do anything, there's not much the FTC can do to make the BBB do their non-activities any better.

You're probably better pursuing complaints against the original company than against the BBB.

It's too bad the BBB takes hefty fees from members, since their income is dependant on businesses having "satisfactory" status on their file. Most companies won't be demonted to "unsatisfactory" unless there is government action against them, or the BBB receives a large number of complaints about the company.

Maybe you could try sending your experience with the original company and the BBB to local news station affiliates. They may be interested stories alleging in corrupt businesses and corrupt consumer advocates.

You could contact your local State's Attorney's office and see if they have a consumer fraud division. Also check with the Attorney General's office. You may even be able to press criminal charges this way.

EDIT: I'm not saying you should complain about the BBB. The BBB can't do much except give the company a bad record. Take your complaint about the company to them. I'm currently doing just that, and the investigation is uderway. Depending on the circumstances, there could even be a criminal case if fraud is involved.

The BBB has no authority to do anything to anybody. All they are is a reference agency that logs complaint reports.
