brick or concrete and steel would be better than straw or wood, but no house is going to stand up to a direct hit from a tornado

If you are talking about the way the house was built then a tornado proof house is a house that wont basically rip in shreds when a tornado goes over it (the reason this happens is because of unequal pressure from out side this can makes the house pretty much explode if you want your house not to tear itself apart then i suggest you open up all windows and doors this will in turn equalize the pressure from outside the house with inside but you also have to worry about the things that the tornado swings around)

There is no such thing as a safe house from a tornado. No matter what it is made from. Steel, concrete and brick are not as good as other people may think. There isn't a single piece of building material out there that wouldn't get torn to bits by a tornado!

Domes are often thought to be the most wind proof homes, due to their lack of vertical surfaces to "catch" the wind. However, the other main issue in tornados is wind driven debris impacting the house. So, even if the house stood, any opening in the house has to be strong enough to stand the wind and debris.
The story from the dome proponent's view is at http://www.monolithic.com/gallery/homes/morgan/index.html
A comparison of several building methods is at http://www.adobemachine.com/tornadoproof.htm
An argument for NOT making the whole home tornado proof but instead building a shelter is at http://www.wind.ttu.edu/Shelters/FAQ.php
This last seems to be the least biased source and also matches the historical practices (such as storm shelters in the mid-western US states).

Concrete is the best because since bricks are all individual they can easily be separated by high winds and flying debris and the house will fall.
