Bicycle or Skateboard?

You are joking right? There is no free parking in central London. But Green Park is well-served by public transport, buses along Piccadilly as well as the Victoria & Jubilee line tubes. Or get a cab. If you are prepared to pay to park there is a big car park just off Park Lane not far away.

Try asking the queen nicely. She might let you park in her front yard. If not, don't be silly - just use public transport like any normal person. At the very least, the fare from a suburban station to Green Park would be less than the congestion charge (and it would be faster - and you won't be clogging the roads up).

Nowhere - and even driving to Green Park will leave you with the Congestion Charge. You shouldn't have to drive into Central London!
