That is when someone deliberately messes with a product. If you put poison in painkillers, or spit in someone's food when serving them, that is tampering. Some mail carriers, not all, will open people's letters looking for money, always tape the seal!
One summer help decided he didn't want to do his job and threw all his mail in a local lake. People who wire their electric up to others and steal it, same with cable. If you block or break someone's security system, hack into computers, etc.

It's like the Tylenol scare from the 80's..someone went in to a store stole a bunch of bottles of Tylenol capusles and filled them with cyanide then replaced them on the shelves resulting in many deaths.

This is why food and medications etc are so tightly security sealed today.

It's taking a product that you have not purchased and altering it in any way. This could be removing packaging, adding harmful products or changing what is inside the packaging.
