Absolutely! In most cities they have a leash law and such. I would call the police and make a complaint. The owners are responsible because it is their dog. That is absolutly horrible! Contact your local ASPCA too! It would be just like their dog biting someone.Now if the cats wondered into their backyard then there is no crime. But you have a witness too. Definatley report it ASAP! Before the deltails get jumbled and the witness won't talk. And the proof. Good luck!

Yes they are legally liable for their pets actions. Call the police and file a report. Their dog could be declared dangerous and any thing from being put down to being permantly caged could result.

Putting the dog to sleep is probably not a legal solution. Hopefully your community has leash laws. Then, legally, you can call animal control to report what has happened, and let your neighbor know what their dog did, and that you will call animal control each time you see the dog out of their yard. Urge them to install a fence.

Yes they can be held libel for damages. But you have to make a police report, then file in small claims court, and make sure the neighbor will be willing to testify or you won't have any proof.
