Once long ago I had to report someone who kept trying to access my computer. I contacted their ISP. They sent me an email and said that they contacted the person who held the account and would take car of the matter. Unfortunately if it is someone trying to access your computer they could be using someone else's IP address. There are many tools out there that hide hackers very well.

ABSOLUTELY NOTHING -- HOW DO YOU KNOW or WHY DO YOU THINK PEOPLE ARE HACKING INTO YOUR INSIGNIFICANT COMPUTER ?? MOST CRACKERS WONT TO GET INTO LARGE IMPORTANT SYSTEMS -- NOT THE SYSTEM OF SOMEONE W/ 1 COMPUTER ON THE INTERNET -- THERE IS NO REWARD REALLY.

CHANCES ARE, YOUVE EITHER BEEN PORT SCANNED, WHICH IS COMMON ON THE NET, OR YOU SIMPLY DONT KNOW WHAT YOURE DOING.

WHY DO YOU THINK YOU'VE BEEN HACKED, HAVE A VIRUS/ TROJAN ??

IF YOU REPORT THEM, UNLESS SOMETHING REALLY BAD HAPPENED, (STOLE SECURITY # FOR 500 PEOPLE) THEN NOTHING WILL HAPPEN, PEOPLE ARE TOO BUSY FIELDING MORE SERIOUS STUFF TO WORRY ABOUT THE 10,000 REPORTS A DAY THEY GET BY JOE BLOW CRYING "IVE BEEN HACKED !!" BECAUSE THEY CANT PRINT SOMETHING...

complicated answer
if someone is trying to access your pc by all means report them to there isp along with your firewall log.
what actions are or are not taken by the isp i don;t know.
if its just random scans it could be someone looking for a pc to access (called probing).
depending on what firewall you have you should be able to block a isp range (advanced rules).
but also your firewall should be preventing the access.

zonealarm is a great firewall
