It means to strangle someone with a thin object that crushes the larynx as well as occluding blood vessels in the neck. There are devices called garottes made for the purpose, but thin strong twine or piano wire (a mafia favorite) will do in a pinch. It's a gruesome way to die (for the victim); but for the assassin when done properly it's quick and effective with relatively little noise compared to more conventional strangulation.
