usually in most states and courts yes.
depending on the infraction, in many courts you can usually plea with the prosecution attorney and have them reduce the charges, or dismiss them before you actually go to court. sometimes they will offer "deferred adjudication", which basically means they will drop the charges if you have a clean record for the next 6 months (you still have to pay the fine) but then you don't even have to go to traffic school... (but the catch is that you don't want to get caught doing something bad again).

Legally you cannot be given the option after the case has been settled (guilty). I have, however, seen it granted but it is the exception to the rule.
