Your question is very broad, but I'll have a shot at it.
From a dead ball situation, undoubtedly the 3 Brazillians will have to take top spots, Juninho,Ronaldinho and Roberto Carlos. Althought I must mention Deco who scored a magnificent free kick last weekend. I would mention Beckham maybe when he was at Man Utd where his free kicks actually went it.
From open play situation, Steven Gerrard would be at best at volleys and thumping them from long range seen in the FA cup final. C. Ronaldo also has an incredible shot from dead ball situations seen in the World Cup & open play. Thierry Henry is a more creative player but his shots are also deadly with fancy flick shots & backheels

Are you joking??? Frank Lampard???????!!!!
His goals from freekicks and long shoots mostly came off defenders!!! Deflected goals mostly!!! What's so great about a powerful shot with no real vision or target??? It's just blast straight, hope it hits a defender, send the keeper the wrong way because of that, GOAL! That's nothing near the best shot!!!
Stevie G also has Lampard's powerful shots but his is with accuracy! He aims and don't simply blast it!!! That's how he scored against Olympiakos in the Champions League winning season, that's how he scored the equaliser in last season's FA Cup Final!!!
however, I still don't think he has the best shot, even I am a massive Liverpool fan!!!
Juninho surely has the best shot in the world! For anyone who can take a freekick from over 40 yards, hit the target, with power, he has the best shot! And the only I know who does it not by luck but regularly, is JUNINHO!!!

you think the player who for the last 2 seasons has had more shots off target than any other player in the Premiership (Lampard) could claim to have the best shot in the world? and the player who had the most shots during the World Cup yet scored no goal. nah, not Lampard. Gerrard or Juninho for sure

Rooney or Gerrard. Lampard is good too and he took a lot of stick in the World Cup for aiming too high when going for goals but at least he made more attempts than a lot of the other players.
