The blocks that you can see, do signify that a commercial break is coming up. But they were originally put on screen to tell controllers at the individual ITV regions that a networked programme was coming to a commercial break and to be ready with their local opt-in of adverts, promos and stuff.

Nowadays, I guess they're not really necessary as it's all pretty much run from one place...

If the programme is being shown nationally (Coronation Street for example), it's to alert the regional companies that an ad break is on its way, so that they can switch to their network, and thus show regional adverts (for shops etc), that wouldn't make sense in other parts of the country.

It just means that a show is about to end, or there is a break coming up and the adverts are coming on

If you mean the ones that appear in the top of the screen, you'll notice you only get them on commercial TV - it's to let you know there's an ad break coming!
