Creating an eBay account doesn't cost anything, but you may need to provide a credit card or checking account to verify yourself. The verification depends on what type of email account you have - a free email account like yahoo or hotmail will require verification. While a email account from earthlink or aol won't.
If you are going to sell items on eBay you will need to provide a credit card or checking account. When you sell ebay will charge you a listing insertion fee and a final value fee.
one additional note - if you are going to both buy and sell on eBay, you should set up two accounts. One for buying, and one for selling.

Creating an eBay and/or PayPal account is free, but if you plan on buying and/or selling something you'll end up paying somewhere down the road.
Before you create any eBay and/or PayPal accounts, be sure to take a look at http://ebaysuspension.ezguidebooks.com so that you learn how to create the accounts without worrying about getting your eBay account suspended.

Creating an account & bidding on items do not incur any fees from eBay (although you will have to pay for the goods).
Selling on eBay will cost you a small commission on all your sales.

No creating an account is free, but between the fees, scams, illegitimate feedback i had enough. Im waiting for Mandolla.net to launch, it actually has features in place to prevent a lot of scams, and its cheaper!
