No- where would you deposit it to if you don't have an account with them? However, the bank could cash the check for you.

No. The cashier at BoA will ask if you have an account, when you say "No", s/he may ask if you want to open one. If you decline, s/he will inform you that BoA and citi are competitors in the banking business and for the most part, do not do interbank transfers.
