If the air is cooler outside, open your windows. If the air is hot outside too, try to block as much sunlight from comming in. Use thick drapes. Also wear light clothes. Drink lots of cool water. The fans are not helping because they are only circulating the hot air that is already inside.

You definately want to keep the sun out. If you have heat coming from another source, you will have to move that heat out to make a difference. Open windows on the shady side of the house. Run fans. The heat gain from the sun is a lot more than you might think. Keep your shades and curtains closed on the sunny side of the apartment.

If its cooler in the evening, open the windows to let the air in. When the sun starts to come up and it starts to warm up, shut everything up and close the blinds on the windows. Its dark, but it will keep the place cooler. Especially if you have fans going also.

Window fan in reverse - the fans pulls the hot air out of the apartment.

You can also get inside room air conditioners.

You can put tinted window film on the windows, it works great, and you can buy it at places like walmart, or window treatment stores. Then if you hang drapes or curtains with a lining made of room darking material, your apartment will stay 50% or more cooler.
p.s. opening windows only lets hot air in.

depending on where you live.. get window fans to circulate in cold air from outside... and to suck out the hot air.

also, turn off all unused electrical equipment to reduce heat generated, as well as lights you are not using.

finally... use ceiling fans inside, or ceiling fans to circulate the air to keep any one part of the house from being too hot.

If you are in a corner unit, try cracking open more than one window to get cross-ventilation.
