And yes I can put it into drive but can not move even if I floor it.

Technometer not showing RPM's I suspect transmisson problems or maby the computer sensory relay has gone bad;
any suggestions?

Transmission or timing chains i think they call it.

Check the transmission fluid level by removing the transmission dip stick after the engine is warm, still running and transmission is in park! If the fluid level is low add fluid and try to get the car to move. If the fluid is not low, the transmission in your brothers car has probably failed. Will it not move forward, reverse or both? He needs to find a good honest transmission repair shop. The best way to do that is to ask around among people he can trust until he finds someone who can recommend a shop. Don't go to a dealer they are too expensive! Don't go to a national shop, AAmco etc as they will rebuild it whether it neeeds repair or not! A good honest shop that is independently owned will repair it for half of what these other palces charge and if it is something simple they will fix only what is wrong and charge accordingly! LOL!

Ok, here's the facts, if your timing chain/belt were broken, the engine WOULD NOT RUN. It could be as simple as the transmission linkeage, but there is a test for this. You shift into drive, and if the indicator still says park, then the link is bad. First, sheck the fluid level, and if it is low, add just a LITTLE at a time, as the tranny fluis is measured in pints, not quarts(like the engine oil). Then try driving. if these tips don't work, then take it to a reputable shop (your city might have a consumer listing of these services like indy does, here it is called angies list, these are rated by consumers, for consumers)

well this is just a guess but I bet the car was put in park w/out using the brake pedal and that resulted in "dropping the transmission" the car needs a new or rebuilt transmission. the car is an automatic right?

When you say it does not move, I will assume that you can get it into gear but when you step on the gas it will not move? If yes then definitely it is the timing belt/chain that has gone caput. You will hear a sort of whirring sound when the gas is gunned. You need a mechanic.
