there are two reasons,
(a)the POST(power on self test) and
(b)start up items loaded in your windowsXP.
(a)to resolve the first problem(if you think it as a problem), go to BIOS(basic input output system) by pressing "Del" or "F1" or the key which is shown to go to setup during the initial black and white screen, and in advance features, disable self test and/or RAM test or set it to quick, depending upon your computer's bios version
(b) When the windows is ready-to-action, go to start>run and type in the dialog box: msconfig and go to the start up tab in the dialog box. Now disable all those program which are not used commonly at start-up, like messengers, (you can start them manually after start-up)and any other programs which take a long time to load.
still need faster boot? check if the RAM can be increased or changing the mother board(consult your local technician for these items if needed), good luck

look at your system tray, the area right next to the clock. If it has a lot of little icons in it, then you are running alot of startup programs. Some of them you may need, others might be something you can delete.
I'm not certain how to get to the start up programs dialog in WinXP, but if you go to help you ought to be able to find it. GO there and remove any programs you are sure you don't need at start-up.
Also, get a good spyware scanner and a good anti virus program, make sure they are up to date, and scan the computer, its likely you have some spyware or trojans eating up time on your machine.
Defragment your hard drives!!!!

If you get a lot of icons in the system tray you will need to stop them starting by running msconfig. Be careful to choose programs you don't need in the start-up tag. Ensure there is no tick in their box. Be careful when installing programs as they usually ask if you want the icon in the tray or to run at boot-up.
You may also require more RAM.
