I would say Jesus regardless if you believe the story or not. He is still being persecuted to this day even by people who do not believe in him.

Any answer to this question must be a matter of opinion. I know that many would say "Jesus", and certainly his persecution was severe, but also relatively brief. I think that some of his predecessors and followers actually suffered persecution over longer periods and with just as much severity. Consider St. Lawrence who had his flesh ripped piece by piece from his body, or Jeremiah left for dead in a well. I am actually wondering, however, if the most persecuted isn't Adolf Hitler. I'm not saying his persecution is not justified. It would be difficult to think of a more heinous character. Nevertheless, everytime someone thinks of evil or speaks of someone who must be in hell, Adolf Hitler comes up. His persecution is current and has lasted for decades, and will last for many decades to come.

lets face it,it has to be rory emerald,everyone is after his blood,he cannot go out unless he is heavilly disguised,every one wants a piece of him,all his ex wives are trying to hunt him down for allimony,all his latest film epics have flopped at the box office,and thats only a day out of his very sad life,,rory has my vote,the poor bastard

that guy in the greek myth who was condemed to have his guts torn out everyday for the rest of eternity must be right up there.
