I am extremely good at Spanish, so this guy always cheats off of me. BUt the teacher does not believe me because he gets good grades. That is only because he always sits by me. And he really bothers me. I asked the teacher for a seating change twice, but she took no action. What do I do? It is seriously perturbing when their is a guy breathing down my shoulder, trying to copy my answers.

I "snitch" because I can help him if he would just ASK.

I would say that you should bring the issue in front of the administration of your school. Don't try to get the teacher fired or anything, but just let them know that your teacher isn't taking steps to investigate your problem.
You should have an extra sheet of paper with you when you take a quiz or test to cover your answers. Take away any opportunities he may have to see your answers. Over time, he'll probably start to do worse and your teacher will see her mistake.

Depends on how you want to handle it..
Directly or indirectly
The easiest, most effective way would be to make it known in the class. "Call him out" You ask him loudly during a test why he is cheating off of you. I think if you embarass him, he would stop. If you made a big enough scene, the teacher would finally understand that you were correct in your seating change request.
Indirectly, you could talk to your teacher's supervisor and have the seating arrangment changed.
Don't be shy...these are your grades!

Write a letter to the editor of a local newspaper, and talk to a reporter about it. It will show everybody how crooked your teacher is. I had the same problem in school, and for the final exam in 12th grade English I filled in wrong answers on my paper, and when the person who had been cheating off me all year turned in his paper I erased the wrong answers and put the right ones on my paper. He failed the exam...

If the teacher won't listen, go to the department head and request a change of seating, and state your reasons. You're not asking they punish the cheater, only give you the freedom from being involved!

Move your seat or just tell him to back off in front of all the other students, if this does not work go to your teachers boos and report them for not providing a safe learning environment for your education. don't be the victim!

Do your assignment twice. Do one poorly, and leave that one where he can copy it easily. Then hand in your good copy, and show the teacher the copied version of his to your wrong one. She'll have to believe you when she sees the same mistakes.

Go to one of the principals, as the teacher is not listening to your concerns. Review of his previous tests and yours should easily prove that he is copying from you.

Give him a chance to copy bad answers. (Answer randomly to questions and, in the last moment, put the correct numbering on paper.)

Write down cuss words and bullcrap as the answers next time, tell the teacher what you did, if his answers are what you said, she'll move you.
