Does anyone know the history or why there is a Southern draw in the accent of the people who live in Southern Ohio and the Ohio Valley?

Do you mean drawl?

Ohio is bordered on the south by Kentucky and West Virginia. Many who lived in these states may have migrated or moved up north in search for jobs. I live in N.E. Ohio and many people who lived in West Virginia moved up here to work in the rubber factories and the steel mills. They still have their southern accents.

I don't know the story, but they are close to West Virginia so that explains partially why it is there
