The basis of a national development plan would have be transportation infrastructure. The ability to move people and materials around would have to come first.

I would delegate a team of engineers to draw up a highway system (probably based on the US Interstate highway system), then find out how much it would cost each of the 36 states to build its portion of the system. Each state would then be allocated funds to build its portion. With the size and scale of the country the basic framework for this system would probably take about 3 years of focused work to complete.

Simultaneously an aggressive anti-corruption campaign must begin. Nothing is worth doing in a country where corruption is expected and doesn't enrage the citizens. The current anti-corruption campaign is commendable but it needs to be far more aggressive. I would have every state government audited by a team of international accountants and make sure that punishment for corruption is as severe as is permissible under international law. My anti-corruption initiative would not only target those in power but encourage the youth (university students in particular) to abstain from corrupt activity. Awards and national recognition would be given to honest students leaders (you know they are there if you schooled in Nigeria). It will be a priority to create honest role models, and over publicize individuals known for their honesty and transparency.

Innovation and creativity will also be encouraged, as this is the engine of development. Imitation must be discouraged and true innovation commended and also over publicized. This must include innovation in all aspects of life.

An aggressive international media campaign must also be carried out, to let the world see the good things that are happening in Nigeria, and most importantly let Nigerians feel the world has high expectations of them.

I must stop here as it would require writing a book to adequately address this question.

Remember that history shows us that there are usually two major ways national development occurs:
1. A benevolent dictator (e.g. Lee Kwan Yeu and is miraculous transformation of Singapore)
2. Determination of the citizens or the natural course of events (The current rise of India, China and soon Brazil)

The first is the most effective but most unlikely, and is also currently unacceptable by the international community. Therefore, Nigeria will have to wait for the second option to play out. It is already underway but is far slower, very painful but ultimately inevitable.

i believe we should stop dweling on our vast amount of oil we sell to britain, japan, china and us and so on. but diverse our economy so its attractive for the average youth in nigeria to think of going into business rather than looking down on it. oil has derailed us because it turned people to overnight billonaires thus increasing corruption. however the retainment of our civillian rule, would help in expanding the already implemented economic reforms. nigeria is on a path to recovery. and i believe with people like donald duke, utomi we have a chance of being top 20 economic power before 2020. we have too much potential too much natural mineral that' its disgusting to see nigerians suffer.
however on the possitive side do you know that of 2005 nigeria had the highest fdi of any other country, basically foreign direct investments. did you know a survery by the british corporation tagged nigerians as the happiest people on earth. did you know a survey done by the international media tagged nigerians as the most religious on earth. so its a matte of time all this twinkle to our economy. our currency in the 1980's was double that of the us dollar in value now its 126 to a us dollar(2006), much better than 146(2004).
