If you check the Thermostat-(s) and find it to be ok, you could have a defective pressure relief valve. If you replace this and it still continues, there is a chance you have a back flow preventer in your water line which will prevent not only the water to flow backwards into the main water supply, but will also prevent the water from expanding thus causing the pressure relief valve to continue to release water. If this is the case, you will have to install an expansion tank into the supply line. (cold line in).

Get the thermostat looked at its just a normal type 7" if its in the side of the tank or 11" if its in the top.

Thermostat is broken. They only cost a few pounds for the part. It you are 'handy' do it yourself - if not get a friendly plumber.

Because it is supposed to be on a thermostat duh!
1. It has no thermostat
2. thermostat is broken
3 Thermostat is set too high - enough to make bubbly noises.

If you cannot get /fix thermostat then put it on to heat for an hour, that is enough for a small/medium tank.

a) it shouldn't boil- the thermostat needs looking at/replacing

b) it shouldn't over flow - the (presumably ball c0ck) needs looking at/replacing
