Well, you can't really view manga online without downloading it and most bookstores besides Borders get mad and think they lose money when you read the entire comic there without buying it. The cheapest way would be to subscribe to Shonen Jump or Shojo Beat for weekly chapters of your favorite manga and some fun promotional stuff.
