I'd say Kevin Costner based solely on the fact that he writes, directs, and produces bad films all in addition to acting in them. Keanu just isn't a good actor.

well, let's break it down, yes? good costner movies: dances w/ wolves, silverado, bull durham, perfect world, no way out, jfk, and probably one or two more that i can't think of. good keanu movies: the matrix (the 1st one), parenthood, bill and ted's excellent adventure, thumbsucker (bit part), i love you to death, dangerous liaisons, and i guess point break (i like it even though i know it's not very good). while bill and ted is a standout for keanu it doesn't really take a whole lot of talent to act like a dumb valley dude, i'd say the role he had in parenthood was his best so far, all the other movies listed are good despite him rather than because of him. and costner, ok, the guy takes himself way too seriously (evident in movies like the war and the postman), but a lot of movies he made in his prime, he made those movies; they wouldn't have been as good without him, especially jfk. so i gotta say keanu is worse.

I would say they are almost equal in acting ability (both have made good and bad movies), but remember that Costner won best picture Oscar for Dancing With Wolves, so he has directed (Keanu has not yet directed any films)
