It doesn't say used paper, it says recycled toilet paper.

Ah, the wondrous clarity of the English Language!
I think Trader Joe's is well known for their sense of humor. Certainly you would need a sense of humor to buy "recycled toilet paper".

It's pretty obvious that it's toilet tissue made from recycled paper, as toilet paper disintegrates rapidly after being flushed, and there is no massive program afoot to recycle used toilet paper.

The paper can be from cardboard, newspaper, etc. Doesn't mean that someone is washing out soiled toilet paper from the sewer and creating new toilet paper. That's like touching everyone's poo.

I don't think they mean it's made from used toilet paper--just used paper.
