They probably haven't run the wires out in your area. I went like 10 years on dialup because I lived in the woods and could not get DSL. Your only option is satellite internet, which is kinda pricey.

DSL Speeds are all dependent on the distance from the Hub you are living. If a hub is too far away you can not get internet there via DSL. Try your cable company or satalite internet (i dont have much experience with satalite internet so i cant say if its good or not)

1. Your local telco switch doesn't have the capability.
2. The local loop is old and full of taps and load coils.
3. You're more than 3 wire miles from the switch or remote DSLAM.
4. A combination of the above.

Too far from the switching center on copper.
You CAN ask if you can pay a BRIBE and get a CARD installed.
When I moved they installed one (didn't need on previously and I was on a 1 year contract) and I yelled and they took back the $100 cost for it, but YOU can offer to pay the $100 if it will work.
Ask them
Ask if you can PAY a fee and get upgraded for service.
If not, tell them you're going with Vonage and Roadrunner. Tell Verizon to CANCEL your phone service.
I'll bet that'll make them connect you!

2 things are possible.
1. Either they don't run lines down where you live
2. They don't have any lines left.
Both of these can be solved very easily. Just get cable. This is what I ended up doing. It's a little more expensive, but it's slighty faster and more reliable. Hope this helped!
