The poor, rich and anyone who doesn't answer their doors to census workers.

They say that illegal immigrants are undercounted because they are afraid of the government. Also, you have to realize a lot of people have just enough fear of big brother that they refuse to cooperate with the count, so other methods are used to account for them that are essentially estimates.

Most people don't trust the census takers or they feel as though it will affect thier financial status. personally no one in my family fills out any of the census papers given because they see it as a control issue.

Several reasons.....

1. The second the people are counted....someone might be born, or die...and this happes everyday....

2. Not everyone fills out the papers for whatever reason.

People are constantly dying while others are being born.
Some people lie.
Low census may be due in part due to illegal immigrants who fear being caught

People not being home, people not wanting to answer, people afraid to answer because they are illegal.
