That would be a hamburger and not a cheeseburger.
If the place you are at is capable of making a cheeseburger, surely doing less work by not adding the cheese should not be an issue.

A cheeseburger is always a hamburger, but is a hamburger a cheeseburger? Well, I have gotten many of those "cheeseburgers" (that is, they forgot the cheese) so I guess the answer is yes! It could be. But not always.

Technically, it is a hamburger.
But on the menu, pricing, and register receipt, your item may still be rung up and charged as a "cheeseburger" depending on the restaurant's policy and how it is listed in their system.

yes it is because a hamburger doesnt have the same things as a cheesburger on it for example..
a cheeseburger has onions, pickles, ketchup and mustard and ovbiously cheese..
but a hamburger only has ketchup and pickles.
so take the cheese off and you still have a cheesburger...its just without cheese

no, thats a hamburger. i have this fight all the time with waiters. i eat a cheese burger plain. and it always comes out with no cheese. and i have to tell them, look i wanted a cheese burger, that entails that it has cheese. if i didnt want it, i would ask for a hamburger plain.
people do that to me at the resturant i work at too, on the menu it says "steak and cheese sub" and then they get mad when it comes out with cheese. i'm like, how retarded do you have to be? and then our pizza!!! on the menu it says "cheese pizza $...) and yet 45% of people ask for cheese on the pizza. its like, what did you think i was going to give you? bread and sauce????
