No - the person is not bad or sinful for their thoughts that are left undone. We all have things in our head that we know are not the things we can/want or should do. That is temptation, and the act of setting it aside is Discipleship.
At the same time, placing yourself in a position that intensifies or contributes to your thoughts places you in the danger of acting upon them, and creating sin in your life.

When you realize that the fantasy you are having is wrong, and you continue to enjoy it, bring it up, walllow in it - then you're heading for trouble. If you realize that your thoughts are "over the line" and then try to get rid of them, to distract yourself - you can't be responsible for what comes into your head, but you are responsible for how you respond.
If you keep playing with and encouraging evil thoughts - they will eventually turn into evil acts. They will change you without your realizing it and some day the act won't seem so evil after all. You will have gotten used to the idea.

It's not a problem until it becomes too much like reality. And even then, what some people consider "over the morality line" may be perfectly fine by another. So I'd hesitate to call someone a bad person because his view of moral is different from yours.

I think first that morals are only what a person makes of them. Everyone has different morals. Not paying attention to what "they" say is morally wrong, if you don't believe that it's wrong, as long as it's not illegal, then, in that person's mind it's not wrong. If they have to question it in the first place, then it's probably something that shouldn't be done, but if done anyway, one would have to live with it for the rest of their life.

It depends on what type of fantasies they are and if they will effect others.
Like sexual fantasies are often fun and people act them out. If single, don't act them out with someone who is in a relationship or married. And don't do anything illegal.
Some people have fantasie about dark stuff, like death. Please don't act it out. If you're that obsessed, write a story about it, just don't harm anyone or anything. Better yet, visit a morgue and see if you like it then, eeeegh!
Some people wish they could fly,and if you try to attempt it, you need help!!!
Try sky diving, bumjee jumping, just don't kill yourself.
Some people fantasizes about cartoons, not harmful, just don't involve any children in possible sexual content involving cartoons, like those pornographic anime flicks.
Have fun, just be cautious!

No. If you mean like pedophilia or something equally deviant, as long as you don't actually act on it, you are not a bad person no mater what anyone says! Everybody has something 'wrong' with them, if you dig deep enough. Just as long as you keep it to yourself and don't bother anyone, I don't see why anyone else should have to make it an issue... If so, that's THEIR problem!

It's not up to us to decide if they are a bad person, but having thoughts like that could eventually lead to those acts, and then yes, that person would become a bad person.

Human intelligence allows us to imagine - that's why we're human. "Weird" can mean many things - as long as you understand yourself and that maybe your thoughts are at times a bit weird, I thinks you're o.k. You've stopped yourself from acting out on something potentially detrimental..
