Gift cards always work maybe one to your local mall then they have a wide variety of stores to choose from but the mall can also get expensive so if you are shopping on a budget a gift card is still good maybe to like target or walmart low prices and they could get more for a lower price.

I suppose the ideal answer is nothing, but that idea wouldn't satisfy you or me.
The charity suggestions from others are good.
You may buy your recipient something small, inexpensive, and enjoyable, like a book, CD, video, or a trip to the movies, play, or restaurant. You might give a small inexpensive vial of cologne, or small toiletries, or some chocolate, flowers, or herbal tea. You might also offer to do a chore for your recipient, such as cook a meal, clean a room, do laundry, or the like.

you don't get them anything. Maybe they don't have enough money to get you something so when you buy them a gift they are going to feel bad that they didn't get you one.
Really...some people who say that mean it!
But if you think they are just being polite, then I would make them something. Like cookies or truffles and wrap them up in a cute little gift basket or something. It's simple, but personalized, so they won't feel bad about it either way.

Donate money, time/effort to a cause in their name. Like Afghan Aid or a charity that helps abused women and children, and so on.

Don't fight them on it and don't try to guess. Don't buy anything. If you feel the need, follow the advice the other posters that suggest giving money to charity.

Get a gift card to some place that you know they love or go to frequently.
Husbands and for that matter most men are bad about this.
