No, being sad is a natural human emotion. Everyone becomes sad at one point or another in his lifetime. It is what you do afterwards that makes you a loser or a winner. If you wallow in it and do nothing to come put of it, then you are a loser, but if you come out of it or snap out of it and learn a lesson from it, and do something about it then you are a winner, no matter how many times you felt sad.

It comes from the "evolved" phrase That's sad - which was meant to convey the idea that your actions or you has made the person depressed.

the sentence has naturally evolved in and of itself to have the additional connation of being a loser
