The male reproductive system in a totoise is quite different from humans. For starters, the penis is actually inside the body. It resides in an organ known as the cloaca. This organ serves many purposes. In both the male and the female, it recieves waste from the large intestine and then passes it through anus. The male cloaca also holds the penis. The penis is another important organ because it releases sperm and urine. When the tortoise is engaged in sexual intercourse, the penis become erect and extends out of the male cloaca and into the female cloaca.

Actually I can...it is in the rear, where the tail meets the shell. If it is up close to the shell, it is a female. If it is farther back on the tail, it is a male.
