It's like my whole computer wants to stutter in every thing that it does. I have nothing running that wasn't running before when it worked. What is going on?

Do you have antivirus software? I'd run that to make sure it's not a virus. Before doing that, if you hit CONTROL+ALT+DELETE and look at the Performance tab, you will see if your processor is spiking. If it is, check the Processes tab, sort by CPU, and see what is making your processor bog down. This happened to me before, and it turned out a virus kept trying to engage. My antivirus would stop it, but it could not be erased. So every few seconds my computer would bog down for a second.

You might also want to run a spy wareprogram such as spybot S&D to be sure you have no spy ware on your computer. If you are unsure of what all the process that are listed as running are when you open Task Manager and the process tab, a free program called Quick Access will put an icon next to each running process. Just click on the icon and it will tell you what that program is and if it is safe to terminate it.
