No, high school baseball isn't determined by Championship games. Each state forms a committee of 18 high school sports officials who arbitrarily select 4 teams from their respective states based on lowest grades on the SATs and most felonies committed by members of the team. These 4 teams square off in a steel cage, armed with hand guns, and the last team standing receives a state baseball trophy and have the option of sitting through 5 years of minor league baseball or forming an NBA squad, where they can put their previously acquired handgun skills to good use.

There is a playoff system by class and school district. The winners of each district play in the regional (if in a larger state) and state tournaments.

Practice, and winning record.
Seriously, here in Indiana, we love our basketball. We used to have a great tournament where any school, even a little one like in the movie Hoosiers, could win it all. Now there is a champion for each class. It ruined it for me when they changed it.
