Bulbs usually are under the soil and need the cold weather. They lay dormant and bloom in the spring. I know of no bulb that can be planted in the winter and bloom in the winter.
In So. Fl. we plant caladiums and they generally bloom (small elephant ear type leaves) in the early fall. (or late summer)
