I will be replacing Norton Internet Security 2006 with Trend Micro PCIllan 2007 on a Windows XP PC from Dell. Norton hogs up resources too much and I want to make sure it is completely gone. Also, I want to avoid picking up any viruses during the installation process (assuming I will be unprotected after uninstalling Norton and waiting for TrendMicro to load).

Copy the install for the Microtrend down to your computer. (But do not install yet).
Disconnect from the Internet (so you can not get infected).
Uninstall the Norton.
Run the install for Microtrend.
Then reconnect to the Internet and let microtrend update itself.

No particular steps have to be taken to avoid trouble. The above answerer has provided the right link to remove your Norton software, so simply uninstall it and install the Trend Micro software. You can disconnect from the internet if you want to, but you do not run any risk if you run an updated version of Windows and do not download any files while your antivirus software is inactive.

Tough question, but I would suggest disconnecting from the Internet, then uninstalling your earlier program, then installing your new one, then re-connecting to the Internet - the new program may not like the fact that it cannot connect immediately from registration, updates, etc., but it is certainly the safest way to proceed.
