Fundamentally, there is no difference.
But if we start peeling back the layers, we see that, in American cartoons, producers almost always have a target demographic in mind, usually children. A few rare exceptions, of course. My brother will not let his kids watch "Family Guy" or 'South Park".
Japanese anime tends to offer better quality in its animation overall. And while some producers will target a demographic age, it doesn't necessarily mean that a spillover will not occur. A good example of this phenomenon is Sailor Moon. At first glance, you would think that it's targeted at young girls. However, the intricate storyline and character development brings appeal across the board. Young boys and some adults have become regular viewers of Sailor Moon, although I believe some will hesitate to admitting to it, even among their like-minded peers.
I could go on and on, but I don't want to turn this into a graduate thesis. I hope that what I provided here helps, though.

This question is very good one. One in fact that I asked myself many times a few years ago! Cartoons are animations made in the US! Anime is a japanese word that means animated cartoon in english, but to the japanese, anime is an animation that is a mix of the many types of television shows. Comedy/action/drama/etc. People like me, otakus, are very sensitive about this subject. Like More Cowbell! and Zyura Koizumi said, we can go on for hours on hours disscussing this subject, but I will refrain from it! We otakus' have had problems with people believing anime and cartoons are one in the same, but cartoons are all done by computers now and even a few years ago when it was done by hand it had it's differences, but anime has always been done by hand and even today it is still done by hand except a few harder and newer animes. The old school animes that you see come on adultswim are all done by hand. And the artists are a big influence on what they call it. And another thing is the STYLE of the art work.

Cartoon is cartoon. ANIME is japanese animation. Its really different. Not all ANIME is same. Its have shonen type,shoujo type,echi type,hentai type and etc..

Anime is just a Japanese word (yes! it is) for cartoon...we in the US etc call Japanese cartoons anime...they still are cartoons..just from a different country..you basically like foreign cartoons...

anime is what the japanese call their style of cartoons so in the west it's referred to the japanese style of animation as well. Cartoons are basically the western style of animation.

cartoons are shows that are animated or it can also refer to comic strips. anime are japanese cartoons or manga. in japan, anime is used to refer to both the t.v. shows/movies as well as japanese comic books. in america we refer to only cartoons as anime and leave manga as a seperate categorey. although some otakus will try and be japanese with it.
