I made a list of all the stores in my area. Is it a good idea to call them all and ask them if they're looking for a cashier? If so, who do I talk to and what do I say?

Well I do not know how it works where you live, but go into the store to "customer service" and ask for an "application forum"
fill it out and then ask for a manager and had it in to the manager. Then you will have to wait for them to call or they might even ask you right there to go for an interview.

And yes there is no problem to ask them if they have any job openings for a cashier position.

Just phone them ask for the store manager or the department superuser of that department, then just ask if they have any open positions.

Use good manors, good body language, look descant, confidences and you should be ok. (Always make sure you give them a resume with the application and when they call you for an interview take a resume just in case.

Either call or go in person. Either way, simply ask if they are hiring cashiers at the moment. Some things to remember:

1.) Be POLITE.
2.) Use correct language (and remember good posture if you're there in person).
3.) If you go in person, dress like a civilized human being (nice pants and a nice shirt or something like that).
4.) If you plan to fill out the application at the job site, BRING YOUR OWN PEN (black or blue).
5.) SMILE and be confident!

After you submit the application, give the employer 3-5 business days. If they haven't called you in that time, politely call and inquire if they've looked at your application and inquire if the position is still open.

Yes it is okay, to them it means that you know what you want and you take initiative. Ask to talk to an available manager or supervisor. If you talk to them in person always dress like its an interview at any time, dress like you're ready to work too. Take a resume of all of your experiences whether it's babysitting, volunteer or school activities. Tell them that you would like to know if there are any available cashier openings and that you would like to have the opportunity to take that job. Tell them that you're very friendly towards customers, responsible, organized etc. If you're turning in an application form make sure it says Cashier in job title and NEVER hand it to just anyone who works there, always ask for the manager, supervisor or person in charge of hiring.
