Ideally? Themselves.
In reality, individuals should help out other individuals. The more hands the money passes through (government, church, companies), the more money is lost through coruption and administrative expenses.

In the grand scheme of things its really the poors responsibility to care for themselves, to an extent. What you have to realize is that in the U.S., and the world for that matter, there are more people who are not rich than those who are. A lot of outsiders, namely Europeans, believe that America is this big country full of wealthy rockstars, politicians, actors and businessmen, all of whom are proactively oppressing the poor so that they can stay on the top of the food chain. This is simply not the case. The majority of Americans are just normal people, who work a job, that are just trying to get by. Besides, those Americans ARE the ones that are looking out for the poor. Its our tax dollars that allow the scumbags to sit at home all day while the rest of us work our proverbial a$$es to the bone. The welfare system is the United States is completely out of hand. The strong support the weak, the intelligent support dumb. Now, I agree that there are a vast amount of people out there that are simply not able to work nor can they care for themselves. In this case, I have no problem with the government appropriating funds to those who honestly need it. What I DO have a problem with is driving past the projects and seeing Escalade after Escalade, followed by numerous other 35000$ SUVs in a line down every street in the projects. Drug dealers and theives and their families collect welfare and unemployment while running heroin and cocaine out of their apartments. Its completely f-**ed up. It almost makes you want to strap 33.1 pounds of C4 to my person walk into the Senate building with own big bang theory. Honest, hard working people work their hands to the bone, while these scumbags and degenerates collect money for the nothing. Please do not turn it into a black and white issue, its the same on both sides of the coin. Everywhere you go in America you see black and white guys alike busting their asses while some little sh-*head in the ghetto runs H out of his babies moma's "crib" while another little piece of trailer-park trash bangs his uncles daughter while drawing unemployment. The system is sideways any way you slice it.
