yes and no ...yes they have to approve everything but it more or less what there cabinet members think of the policy. A president is a puppet that pulls his own strings see he is a puppet to his party and the people he surrounds him self with but he makes the ultimate decision and his check is congress

The president's advisors/cabinet work on policy ideas and write them up as legislative proposals. Congressmen and senators are sought as sponsors. Once there are sponsors, those people introduce the bill in the appropriate house after it is checked over by the legal and budget departments. The actual influence of the president may be slim to none, or as with the recently announced moon port, could be entirely pushed forward by the administration.

Yes they do. They have to know the facts about the policy that is being introduced or already passed thru the Senate and the House before the president will either veto it or allow it.
