Because some "certain" people would hate being called bureaucrats and wouldn't get enough of the limelight they so much crave for.... but lawyers on the other hand get stinking rich doing that all the time and even become famous. ;)

It's a waste of trees, and time. Not to mention the paper cuts (gore!)

Besides which, it's usually the pen that starts it all in the first place.
