I think its a term in construction/building and Its the process of connecting an earth cable to metal appliances (sinks,pipes etc) and then to ground to avoid the appliances becoming 'live' thus avoiding electric shocks.

This way if you had one hand on one metal bit and the other hand on another, you wouldn't get a shock. This is because they're wired up together.
