Next how do you check your email?
Are you using google toolbar?

These are all things one needs to know to answer this question.
It is entirely possible pop-up blocker is irrellevant.

Based solely on the information you have provided.
To disable pop-up blocker in Inernet Explorer go -> tools - internet options - privacy - it's a little checkmark at the bottom.

If you want the popup blocker on for most websites, but want to be able to disable it by site, leave that little checkbox marked and use your ctrl button. If you hold it down while you're clicking a link that requires a popup, the popup window will be allowed through.

Go to tools and internet options click on privacy and see if that pop up block is checked if so uncheck. This will be on your menu bar in IE..
