I know that the childs inborn temperment and the mother's sensitivity has a lot to do with the quality of attachment, but isn't it the mother's responsibility to make sure she creates a stable environment for her child to develop that secure attachment?
Only intelligent answers please, I don't need to be more confused than I already am

It is, but some mothers are severely lacking whether it's due to mental distress, drug use/abuse, neglect, post partum depression, the list goes on, some children are so unfortunate that they fail to develop that necessary attatchment.

Don't worry. Psychology is a rather soft science.

You're question though isn't a psychological one. I hate to say it but it's more of a "moral question".

some children are born evil and wont form a loving bond with their moms
