I know this question is really broad. my teacher said that we can choose any theory as long a we can't explain it. I don't know where to start

because some forms of government don't have an obtrusive foriegn policy!

It boils down to governments that embrace capitalistic ideas versus governments that embrace socialistic ideas.

Capitalism allows individuals everywhere to communicate and make decisions via prices and free markets, which allows resources to be utilized most efficiently.

Socialism attempts to promote fairness by controling these mechanisms(prices and production). The result however, is that too much of certain products are produced and not enough of others(For example, not enough bread, and too many tires, etc.)

It boils down to the fact that a group of centralized individuals (socialism) cannot make decisions for an entire population of millions in a more efficient and effective manner than millions of individuals (capitalism)making decisions in their own best interest.

you could argue that it's not the form of government, but the resources available to them at the time, with the exception of a few great leaders... but England had timber and charcoal to fuel it's power, the Dutch had pete, America has had oil and nuclear power.. .. the Egyptians and Romans had architecture.. the Romans and Greeks had concrete and advanced knowledge of warfare.... really, now that i think about it.. one thing that has always made a nation great was it's technology.. just having a resource doesn't mean you know how to use it... but those that have been technologically advanced have always had the edge and it's people have always prospered until such time as their technology could not advance as fast as their consumption of resources.

Anyway, some forms of government are more eager and capable of hoarding capital than others. Some forms own more property and money than others do.
