Plastic bags are normally clear and you can see the product in them, which means they have to pay royalties.
Brown paper bags can be filled with a box and you wouldn't know the difference and is easier for the actor to handle while trying to act.
The brown paper bag is also more "classic".

Good question. Maybe because it could be anything in a plastic bag, but you know it's groceries if it's in a paper bag. Just an idea.

I use paper bags at the grocery store.
This probably will change soon as products are paying money to be in TV shows and movies. Another form of advertising.

Bags have logos or writing on them. Using paper gets the producer out of the problems that come with having brand logos on screen.

where the hell have u been? some people do still you use paper bags. sometimes paperbags are little better than plastic bags. and they use brown bags so they can put whatever they want in so the bag looks heavy and full. with plastic bags you can't put boxes in the bag because it could rip real easy

Because Hollywood is notorious for its propaganda. Some environmentalists are probably talking it up. Being green is a hot button topic in Hollywood.
